Circuit of Wales, Blaenau Gwent

The Circuit of Wales is the £400m development vision of the Heads of the Valleys Development Company. The development will provide a world class ‘centre of excellence’ for motorsport and automotive industries in Ebbw Vale, and will help to transform one of the most economically deprived areas in the UK. In brief the development will create 3,000 construction jobs, 6,000 operational jobs, attract 750,000 visitors to South East Wales and contribute £50 million pa to the local economy. 

Since the summer of 2011 The Urbanists have worked with the Heads of the Valleys Development Company to co-ordinate the outline planning application. As part of this role the Urbanists co-ordinated a multi-disciplinary team of environmental consultants in the preparation of a comprehensive Environmental Impact Assessment, prepared a comprehensive Design & Access Statement and produced a Transformation Statement which explained how the development would contribute to the existing regeneration framework. The Urbanists also undertook a comprehensive engagement strategy which involved detailed discussions and negotiations with the Local Planning Authority, statutory consultees and the local community. 

The outline planning application was submitted in February 2013 and in July 2013 Blaenau Gwent County Borough Council resolved to approve the outline application. The Urbanists are now in the process of agreeing the S106 Agreement and will shortly be managing the discharge of planning conditions and reserved matter applications.
